The front-line leader in a watch program is the heart and soul of any successful Community Watch effort. (these people are also called Block Captains) includes instructions and forms to maintain a Crime Watch Group - often called a Block Group. This leadership tool is designed to help the first line of management keep track of neighbors and how to work with the police whenever possible.
